Catch22 in Surrey provides a range of targeted Services for young people who require support to meet their additional needs. Catch22 in Surrey’s vision is that young people involved with its Services will be supported and enabled to take advantage of the opportunities available in order to achieve their full potential. Catch22 in Surrey seeks to develop community partnerships to enable young people to access knowledge, skills and opportunities to improve their lives so that they can participate fully in society. It will listen to the views of young people, carers and families to inform the development of its Services and their ongoing review. Catch22 in Surrey incorporates the following Services: • 18plus Service For young people aged 18-21 – (up to age 24 in certain circumstances) who have been in the Care of Surrey County Council) The current service provides all Care Leavers 18+ and known to Surrey Children’s Service with an allocated Personal Adviser via a Pathway Planning model of service delivery in compliance with the Children (Leaving Care) Act 2000. The 18plus Service has also been allocated Care Matters funding to employ two 21+ Personal Advisers towards improving outcomes for Care Leavers who at 21 yrs are primarily in need of additional support with regard to ETE and obtaining suitable housing. The team also includes a Connexions Teenage Personal Adviser (TPPA) who works with Children in Care and Care Leavers aged 13-19 years inclusive, in liaison with the Surrey Children’s Service Locality, Assessment and Children’s Teams as well as the 18plus Service to reduce the number of pregnancies and increase the number of these young people accessing education, employment or training. • 24/7 Service Provides early intervention and structured treatment services for young people aged 11-19, who live, work or go to school in Surrey. Secure on-line referrals can be made. • Floating Support Service Provides flexible accommodation-based support to young people who are estranged from their families or require additional support in moving on to independent living from the care of Surrey Children’s Service. The Floating Support Service also manages an Emergency Bed Project. In response to continuing concerns with regards to the use of B&B (classified as ‘Unsuitable Accommodation for LAC by DfES) for 16/17yr old Looked After young people, Rainer took the initiative in approaching Supporting People providers to block purchase, on behalf of Surrey Children’s Service, two Emergency supported beds. Since the project started the numbers of young people known to Surrey Children’s Service and the Catch22 in Surrey 18plus Service being placed in Bed and Breakfast has reduced. Catch22 in Surrey is committed to working with partner agencies towards the goal of eradicating the use of Bed & Breakfast provision for 16&17 year olds by 2010. Referrals are accepted from, Surrey Children’s Service LAC, Locality and Assessment Teams, Youth Justice Service and Catch22 in Surrey 18plus Service. • Connexions NEET Outreach Service The Service is available for young people aged 16-18 who are ‘Hard to Reach’ and ‘NEET’ [Not in Education/Training/Employment], motivating them to return to suitable education, training or employment. • E2E and pre-E2E Services The provide further services for NEET young people and are funded by the Learning and Skills Council and the European Social Fund [respectively]. • CiC Mentoring Service Provides mentors for Children in Care [CiC] aged 10-15, focusing on improving their educational attainment, helping with solving day-to-day problems and making future plans whilst supporting them to take part in sport and maintain healthy lifestyles.
